I'm curious if there were any fictional books on this subject, because I was thinking of writing one.

I don't know of any books that deal only with this subject matter. I know I've read some that use it as a backdrop. Off the top of my head, it also makes me think of the Mad Max movies.

many of the post-apocalyptic novels describe a world that no longer runs on oil-based fuel, for one reason or another... so do probably most of the futuristic sci-fi ones...

would probably be easier to list those that don't... but i don't have any titles on the tip of my brain at the moment... i'm sure google and amazon will help you come up with some...

I don't read enough sci-fi to think of any off the top of my head either. However, even my own fiction novella uses this as a backdrop. It doesn't seem reasonable that we can run on oil forever.

btw, all novels/novellas would be fiction... so, 'fiction novel/novella' would be redundant and 'non-fiction novel/novella' would be an oxymoron... when submitting your work for publication, don't use that doubled term, or you'll most likely be seen as an amateur [or worse]...
